Here's a quick sample background and the steps I took.
1. I made a square grid on an empty layer.
2, The Liquify tool to put the wiggle in the lines.
3. Beneath that layer was a linear gradient made by trying to pick the colors out of your sample image.
4. I duplicated that gradient layer for a color base.
5. Command click on the grid layer icon (in the layer's palette) to load the selection.
6. Make the top gradient layer active and hit delete so it is suddenly made of wiggly squares.
7. Apply a Layer style to the wiggly square layer. It included Bevel and Emboss with a texture.
8. Flatten the image and apply the unsharp mask filter to exaggerate the highlights.
(I didn't try for perfect...just pretty good
