Raja, that can be quite easily accomplished by creating the highlights on a separate layer and setting the layer to "Screen" - this will lighten everything underneath areas that you paint white. Blur and sharpen as you need and adjust the layer blending for intensity. If that's not quite what you're after, please explain some more
