Ready to go live with AE?

Hey everyone.

I've got a simple question wich probably doesnt have an easy anwere but here goes. I've promised i friend to make a simple 10 sek. movie for him to use in TV. Im working in Adobe AE and are pretty much finished. 720*576 Pal D1/DV Widescreen 25fps.

Now when I got the tech spec I got the shivers.
I heard I could do the whole thing in AE but now I don't know.

This is from the tech spec:
Alignment reference
Sony ZRP

Signal timing
625/50 (PAL)

Output levels and timing
Aligned Sony DVW500P (or equivalent) should produce a CCIR 656 270Mbit/s signal which when converted to analogue produces PAL signal conforming to EBU specification.

Aspect ratio
16:9FHA or 4:3

Audio reference level
-18dB relative to max count (Headroom 18dB)

Audio alignment reference
Sony CR8 1BPS

Peak audio level
Reference +8dB

Audio pre-emphasis
None

Black Level
When a pixel is black, the specified voltage transmitted or recorded is Zero (0) Volts. Any lower than this level is illegal

Peak White
When the pixel is at maximum brightness (luminance) the voltage is +0.7 Volts (700mV)

And there's alot about timecode wich is to much to write here.
Can I do this with AE and if not can I get a software wich does the job?

Open After effects go to new composition and choose a pal widescreen preset when you come to render your project and add it to render queue you will see option for
render settings = best settings
output module = lossless click on this little link and that will let you tweak advanced options which you can tweak the rest with
