We have the video from the security cameras, but we can't see his face very well because of the lights and because it was night....also, we can't see the car registration number because of the light's..how can we remove them so that we can see the registration plate and how can we change the image so that his face is more recognizable...thank very much in advance...

Very little you can do if the quality of the footage is crap.

People seem to think that with crap cameras and lo-res filming they're somehow going to be able to do a "CSI" on the footage to magically reveal detail that isn't there.

If the detail isn't there in the first place there is no magic wand that will make it appear.

Shops really need to get their acts together with cheap video systems, poor quality cameras, and poor placement together with lo-res recording is worse than no camera at all.
