    Images 2, 5, 6, 7 & 8 looks like a Bokeh effect applied to the background.....

    Image 3 can be achieved by isolating the group members into separate layers , individually play around with hue and saturation , restore color to parts of clothing and body with the history brush...

    And it looks to me as if the same technique was used with the other images in addition to the Bokeh effect.

    Yep, I would agree Topaz. It's a unique filter for sure.

    You can achieve the effect by simply duplicating the background layer and adding a high pass filter, then set that layer to 'overlay'.
