Restore Picture

Could any of you help me restore this thing? It's a painnnnnn

I've tried many times and I can't get anything close to good. I'd love to see what you all can do.

The reduced size hides some stuff, but it went like this :
Set the Blur tool to Lighten mode and use it to remove the dark spots in the texture. (keeping the brush size about the same as the spot helps retain clarity, but you can get away with a larger brush and sweeping motions in areas like the sky) Darken mode to help with the light spots.
Clone out the tears, healing patch the aberatioins in the sky, duplicate and set to overlay mode to enhance color, (reduce opacity as needed)
Unsharpen Mask, and all that is left is the shirt. (ran out of time)
