On Click Cursor toolbar

Hi,

does anyone know if there is any possibilty to get this effect

without the Logitech NuLOOQ? I just want to have my favorite tools of photoshop at the cursor on click, that i dont need to switch to the tool bar anymore. Maybe its exist any foreign plugin, tool whatever to get this effect... i?d found none
