lighing effects filter

I was trying out some to the tutorials this week and under the channels information was listed a Lighting Effects filter. Can't seem to find it in filters or anywhere else. Am I thinking incorrectly about the statement?

So I have found the filter and the reason I did not find it was that it was not highlighted. I have spent a couple of days trying to make it highlighted so I may use it and after a couple of hours was able to. However, by that time lost exactly what I had done. Can you tell what I am doing wrong .

I'm pretty sure that this filter only works in RGB, so make sure that RGB is selected; image / mode/ RGB
