Design job : cover art for music release

Hello guys,

I am looking for a designer to make a cover-art for a digital release of a record label.

I have a specific idea that has to be designed. Not so complicated, but needs to be really professional looking.
I need the file in photoshop file, with everything in layers, so we can adjust the text and colours for each release ourselves.

So what we search is something like a "template".
The rough idea is a 1400x1400 image, a cd shape inside it with neon-glow effect, some text, a logo implemented, a shape to put text in.

Time schedule: asap
Budget : to be discussed
