Covert RASTER to VECTOR

Hello Members, I would like someone to completely remake this small raster image into a vector so I can enlarge it to a much bigger size so I can maintain the original quality.

I would like the size to be 6800 x 8800 px. If I simply do that in photoshop, the quality is greatly lost. So I would like someone to remake it as a vector.
