What is this effect?

I have been trying to recreate this effect or put a name to find a tutorial on it for some time and cannot for the life of me find it. Picnik.com calls it Boost, at least that's the closest I've seen with a name. If anyone can tell me what this effect is called, if it is called something, or how to do it...maybe direct me to a tutorial if you don't want to take the time to explain it. I am learning everthing on my own, no manuals, just step by step instructions taken from others. Much obliged!!!
