Hi all,

Is there a name for this background effect (ie the flower)? I can get this kind of look using the brush tool but if I start with any random image such as this can I make it into this kind of background?

Yes you can create your own vectors, but it is probably easier to just go look for one that is similar or close to the one you desire.
Any good vector site will show you thousands to choose from.

@ Belial ok thanks but does this mean that you think the backgrounds here or here etc are using vectors and if so why are vectors necessary?

Yea!!
Create a new Layer --> Fill with green color or (whatever u want) --> Then use custom shape tool --> Select flower and choose the dark color of your choice.
Or
Change the opacity to 50%

yes, you can. First you use another layer then you use the color selector and select color which ever you want. then select the custom shape tool having the same color as background color. and then use discard part which is you don't want.
