I'm doing a project for school and I would like this as my background. I find this to be overwhelmingly dark for my project. I plan on using the blue as the background with a white radial gradient. It is just the black...streaks? I do not know how I would approach making those. This would be the perfect background if it had less black streaks in it.
The black streaks could be achieved by using the pen tool and making varying angles and stroking the lines with a pencil or brush sized to your desire. doing some on different layers and then doing different blurss to each individual layer.
Another way yo might try, if you're not finished already, would take some steps but probably be easy. Pen tool still seems easiest and all straight lines so don't be afraid of it.
So another way would be to use the pencil tool on multiple layers, transform them and remove extra length. If you want alternative . . . But the more I consider this, the more sense Paul's suggestion makes
