In recent dayz, my local movie posters look like the attached image. In that the actors stills are like an oil painting effect and it look like a use of smudge tool effect. After some googling i found that it may be also Digital Painting. But i cant confirm on my own. Plz help to know how they create this effect. Is this is a digital painting nor by using a filters or some tools at different settings. It may also look like silly doubt bt plz clear it.... :sad:
