Any ideas how to get such effect on a normal photo

if anyone would be so kind to give me some cluses and ideas how to make a normal photo into similar effect sort of video game like:

Hey Otek84,

These are just a few that I see and there may be others.

Curves adjustment layer to darken.
Rectangular Marquee Tool along with a color fill and a blur for the dark bands top and bottom.
Brush Tool for the smoke and cars light glows.
The Type Tool to add text.

....and you need a lot of time and patience for testing out different effects in Photoshop.
