Question Highligh a person in a group

In Photoshop CS3, what are the steps to highlight one person in a group photo such that that one person's face or head looks like a circle around it that is brighter or lighter than the rest of the group? TIA.

You really need something like Eyecandy impact to do it easily. Cut out the one you want highlighting, save as a PSD, run the filter with the effect you want, open original pic and add the cutout.

nonsense.. you can do it simply in Photoshop.

Simply use the elliptical marquee with a broad feathered edge around the person's head.
Then add a levels adjustment layer.
