"Creating vectors" is a very broad term.
Can you elaborate a little on what exactly it is you're after? \:]

what i mean is like regular pics of people or things but they have that cgi look and they are colorful....i don tknow how to explain it...

You mean like a cartoonish look to them?
If so, search the forum there are several threads on this subject that explain several methods to creating the effect.
Let us know if you get stumped anywhere.
