How to make stripes behind a photo in Photoshop ?

How do you make a picture go in front of another picc. like stripes behind a photo.
hint: how do you do this with photoshop. Its at http://i16.tinypic.com/2elrpjs.gif.. & web design business & please also tell how do you outline it...please help

make the background layer ( the pattern ). Place the photo on a new layer. Do the extraction using whatever method you prefer. Add a stroke to the outlined image. That's about it pardner.
