    How to get the bleached look

    Welcome to PSG

    One of many techniques used to get that effect include the use of layer adjustments like curves,levels hue and saturation, ect
    this may help Bleach Bypass

    It's more about the lighting of the subject that a PS manipulation.
    With the right image Filter|Distort|Diffused Glow you can simulate the effect.
