Illustrator move arrows

I just cranked up my old copy of Illustrator and started brushing up. When I click the arrow key to move, it moves too far. How can I adjust this?

Edit-Preferences-General-Keyboard Increment.

This is not working. It stays the same no matter where I set it.

Well that's how it is set. You must have another issue.

No that's the issue. Must be my old version of Illustrator. If I hit enter on an image, I get a nice little box that shows how to change the arrow key distance. (see sceenshot) but when I change he numbers to where I want them to be, click ok, get out, I get 1 click with the right distance, then it goes right back to the wrong numbers.

That is an old version.

Yep, but everything else seems to work ok.
