How do I do this effect?

Hi, Cecilia.

Dunno if it's just me... but I can't view the image properly. Starts to load but after a fourth of an inch, disappears.

Does it show up in your browser?

Shows up in mine dv8, but I'm not sure your browser isn't trying to protect you, lol. It's a disturbingly funny image Cecilia.

There is no image here, the image or link contains errors according to my browser.

This is annoying.

For some strange reason, it looks OK on my iPhone (5s), but on my PS computer, the bottom 15 or so percent is missing whether I use IE, Chrome or Safari. It doesn't load at all in FF.

Relieved its just not me. Still can't view the OP's image but Sam's update is viewable. I think the problem occurred during the OP's upload to the forum.....

Liquify Tool looks more like it.

Depending when this image was created, there's also an old morph plugin that could have been used and may work if its still around and available for CS or CC. GOO I think the name was.....

I think the effect on that would have looked better if done as if the head was karate chopped into halves, separated and hand mashed into place..... :rofl:
