Get help to enhance blur photo

Can somebody help me to enhance the photo in attached please? I want to get a man picture clearly. THANKS!!!

This cropped section of a photo is only 195 x 202 px and doesn't contain enough information for a decent result.
Do you have the orginal photo?
If so, upload that one please.

I don't have the original photo, but I have uncropped photo.

That wont do it for me, low resolution...
Maybe anyone else on this forum will have a go at it.

My comment is the same as what everyone else said: There just isn't enough information in the image you posted on which to attempt sharpening.

If nothing else, I tried to lighten up the man's features a bit.
