Nice effect.

I would do such thing:
1. Make template white frame with shape tool (which i would duplicate so many times as needed).
Of course that frame can be made in diferent ways. Like with layer style on image part. But that way is more precise and can be used for print quality.
2. Move dublicated shape over some place.
3. With Marguee tool select "inside" frame with little overlay (cutted image part will be under frame).
4. Now from Background Layer Via Copy.
5. Merge together frame and that image part (frame above image).
7. Rotate that thing.
8. Add layer style Drop Shadow.

Reapeat as needed.

Here how it looks with that algoritm:

My pleasure, welcomen!

Just in case if you don't know how to make frame by shape tool.
If you know it already - don't read further :)

1. Make Rectangle with Shape tool.
2. Press Substract from shape area:

and make "hole" in first shape.

Hmm...can be made much simpler!

Instead of that shape frame can use white stroke.
1. Make rectangle selection and Layer Via Copy.
2. Set Stroke Color to White, Position: Inside, Width up to you, Blend mode Normal.
3. While in Layer Styles set Drop Shadow.
4. Now you can copy that layer style and use it on other "frames".

Of course, rotate them etc.

I like effect. Played a little and find that it's cool to mess somehow with background. Like desaturate it or make black white or give some filter to it. Like this:

Must be "great minds think alike" thing :)

P.S. Use that last version that is much faster and smarter.
