Help Achieving This Effect?

I'm curious how to achieve this coloring effect? I'm hoping there is a filter or plug-in that will give me something similar?

That gave me a good enough idea, thank you.

I'm also finding that simply using the glowing edges filter with a few of the Topaz filters provides a similar/great effect

My guess is this is a photoshop composite with many layers. Because of the low resolution it is very pixelated, so you can't really tell for sure. But the color effect is done with saturation.
