How can you get an LED effect on an image?

Hello everybody,

I've been trying to find a smart way to create an LED grid effect, with some glow and blur to indicate different levels of brightness. I'm thinking it would be a pattern overlay in psd, but also with a mask in the LED area. But I'm not sure how to do that. Its also important that the LED grid is on its own layer, so I can change the graphics.

Any ideas? Thanks so much!
