Batch Processing - How Can I Add Multiple Images on One Source File and Save

I have a folder of images.

I need to place, resize and center each image on top of one master (the same) image over and over for each image in the folder.

Then I need save or export each final image as a jpeg in a folder.

Also, it would be really cool if I run a script or droplet for single images at will.

I'm still a little confused by batch processing.

Your help would be very appreciated.

Are all the images of the same size
do all the images have to become the same size

maybe you can make an action like this
first open one of the images, and then start recording

open master-image
select all
copy
close the master-image
paste
put the layer with the master to the back
select top-layer
resize
save a psd
save as jpg

....
