this looks like one of the filters for iphone, you can do the same thing with sharpen, contrast (play with the curves of the light on the image)

Sorry, but you can not approximate it using only PS's "sharpen" tool. The sharpening radius simply isn't large enough. However, you can get moderately close to this effect using PS's "unsharp mask tool" with a radius in the range of several tens of pixels. Even then, it's not very close. I'm pretty sure that the link Sam suggested contains links to discussions of this effect. If not, try Googling {photoshop local contrast} for DIY approaches, or look at the various Topaz plugins for PS, especially Topaz Adjust and Topaz Clean.
