A radial gradient layer perhaps
 
I realize that you asked about doing it in PS, but if it were me, it would take me about 5 seconds to slap a blue gel on my fill light, snap the shutter, and be done with it.

Whatever you do in Photoshop is never going to please your eye, it will always look unnatural.

It can be done with a Color Fill adjustment layer.
Use the Brush Tool on the adjustment layers-layer mask.

Here's a quickly done example....
