An action is just a recording of more than one different adjustments or manipulations that can be played back on an a new image by clicking on that action name .
What you want to know is what manipulations and adjustments were used to achieve this effect.
The backlighting looks artificial so possibly the dodge tool was used to around the girl, and the burn tool around the outer edge.
There's also a vignette, soft focus and a red tint to most of the image.
There are probably lots of ways to do this our members will weigh in on this and there opininons.
