Hello and welcome to PSG.
Use your Rounded rectangle tool set to shape and the color orange to create a rectangle with rounded corners.
Use the perspective mode of the free transform function (Cmd/Cntrl +T) to add the taper to the shape.
Lower the shape layers opacity to suite.
Add a text layer on top.
