Cropped image doesn't keep correct image size

I have a background image that is 5" x 7". When I crop in half it becomes 1.5" x 2"? I can't figure out what I am doing wrong.

The 'Crop' tool also has a 'resolution' setting...is it the same a the 'resolution' of the original image?
