Learn from photoshop cc tutorials. I am also searching for online tutorials and i want to learn photoshop.but i am searching online. there are so many tutorials.

I'm no photographer but this looks taken using a camera setting or shot with a special filter. You can try the blog site to contact the photographer of this image for info - Dimitar Hristov.

Maybe our resident photographers can shed light regarding this. Tom Mann ... any thoughts?

You can also manipulate full color images in Photoshop to look like this by converting a subject image and a cloud or dust cloud image into DUOTONE, compositing the 2 in a new document and playing with mode or opacity settings.

If you want to simulate this effect in Photoshop, you can do it like this:

Bike1.png
Original image

Bike2.png
Desaturate it. (Hue/Saturation)
Reduce contrast in black parts with curves.

Bike3.png
Create a new layer, fill it with orange color.
Set the blending mode to Color.

To be honest, I can't tell whether this was an actual scene, was shot through a classic, optical filter placed in front of the camera lens, or manipulated in Photoshop by any of several methods (including those already described).

There have been famous orange dust storms in Australia, China and the USA photographed "as is" by photojournalists who aren't allowed by reputable publications (eg, National Geographic) and news organizations to change the color:

Companies like Tiffen and Lee sell glass and plastic optical filters to impart an orange cast on the image:

And, of course, there are a zillion ways in PS to impart an orange cast, each giving slightly different effects (eg, preserve some of the original colors or not, affect the darks / mids / light tones more than the others, preserve whites as white, etc. etc.)

Really, the only way to figure out which method you prefer is to become familiar with each and learn their strengths and weaknesses.

PS - BEPAGE53 - In this discussion, everyone (myself included) assumed that the effect you are interested in is the color. It occurred to me that you might already know how to change the color but actually wanted to know how to simulate the dust. If so, let us know.
