How to create a "pixelated" gradient

Hello! I'm looking for a tutorial on how to create a gradient background image similar to the attached image. It's not exactly pixelated, but I'm not sure what else to call it. Any help would be greatly appreciated!

I found this braille text.

2. Made 2 duplicates of this layer and moved one layer a few dots to the right, and the other layer down a few dots.
With the curves tool I reduced 1 layer to 75% Grey, and the other layer to 50% Grey.
The layer mode of these 2 layers are set to multiply.
I flattened this image and turned it into a negative.

3. Blue Gradient Background and the The Dot layer on top, layer mode set to screen.

It looks close to your sample.
