selected color issue

I finally was able to get cc 2015 and all seems fine except when I choose a color from swatches or just the "color box" the choice comes up as the background color and not the foreground color
is there a way to change this to make the selected color the front and not the back?

Yes, hit the X key on your key board.

Or hit this little curved arrow....


If you click here, it will open the color picker for the foreground color.
And visa versa fro the background color.

Shouldn't it give the chosen color without having to switch it like that?
If I have black as the foreground color and white as the background color then click the blue in the swatches, the blue should replace the black and not replace the white
Sure I can change it but it should give the chosen color as the front color, right?

if you open window "colors" ,you have to make sure that foreground is selected
