How to make this text effect as in word veteran?

Are you talking about the red outline or the grunge effect?

It's not exactly the same but would something like this do?

This is done in PSCC2015.5
Create your text with the Type Tool and add a Stroke effect like this


Then add another Stroke like this


I should have done this bit first but forgot, I changed the color of the text to white.
Create a new Layer above the Text Layer this will be used for the painting effect, the brush I used can be download from here

Ctrl click on the Text Layers thumbnail to make it active and then select the new Layer, just start painting in black and you should get something like this
