What kind of effect is this? and how would I do so with a Picture of myself?

So i liked how he looks on his album cover , like you can tell it has some sort of cartoonish effect to it, would anyone know how to do this?

I'm not sure what filter was used if any, but I got fairly close with the "Underpainting Filter" from the filter gallery.

First I took a photo and made a copy.
I then turned off the original.

I then made a selection of the subject, added a layer mask. This removed the BG of the copied photo.

I then went to the filter gallery and used the underpainting filter to add the "cartoon" effect.

I then added a Hue & Saturation adjustment layer set to colorize.
I chose a blue color.
I then clipped the H&S adj. layer to the copied photo layer.

Next I opened the BG image and desaturated it.
I then clipped a Hue & Saturation adjustment layer set to colorize and made it red.
