How to animate/cartoon yourself

Hey I've practiced on a few techniques from tutorials but I'm really liking how this was done on this cover here. Anyone have any tips on how to achieve this look in photoshop, is this a plugin or something?

It's extremely difficult to determine exactly what effect was used. I will usually start by looking through the many effects I can find in a Google search or a Google Image search, until I find one that's close. This looks more like a painting effect to to me with a blue (masked) overlay layer or maybe a gradient mask. Hard to tell without experimenting.

It's also very hard to determine if this was a plugin. You just have to start searching.
