How to create clouds like spray cream

Hi,

I found two images and both of them have clouds. This clouds are not natural, but looks good in manipulation.


I tried using directly cloud brush, but they gave more of natural look.
Then, I tried using Cotton to make clouds and decrease the structure and sharpening That process gave me this output


Now, I am unable to make it look like it. I am beginner and having been learning Photoshop on my own and viewing Youtube videos.
Can anybody guide me? I would like to request, please use less of technical language.

Sorry, I don't think so I will be able to find a higher resolution picture of those example. I took those from Instagram.

One idea I had was that these clouds could have been made using a reference similar to these:

I hope that it works because I was not having much luck with any other "spray cream" references. I would really love to see your results when your done!

Sorry for late reply, I tried working with the ink and I could not produce anything nearby the clouds. So any one has some ideas or can help with some guidelines, it would be of great help.

Another possibility is that he simply created the smaller clouds by selecting, cloning, blending, etc., from one or many HIGH RES CLOUD images.
