Hi i have two attachments with different in size i want to make second image size similar to vibha.jpg.but i cant do it pls help

sorryi want to make first image similar to vibha.jpg by dimensions

Two layers second layer blank filled with first images background colour, some blending required as first background is a graded background.
Merged the two when happy with colour blend resized as required.
