Hi there,

I will get straight to the point, does anyone know how to achieve this in photoshop? Or is there a filter online I can use?

The basic idea is to use Photoshop's distort/displace filter on a bunch of horizontal lines, controlling the amount of displacement with a slightly blurred version of the characters (in white on a black background, and in a separate PSD file).

If you are not familiar with the displace filter, here's a reasonable tutorial:

Obviously, in my example below, I did not make any attempt to simulate the 3 dimensionality of either the scan lines (ie, becoming closer the further away they are, in a trapazoidal bounding shape ), or the letters (also psuedo-tilted back by the same amount).
