You can get a similar effect using a Topaz Filter

Actually you should use a 'posterize' adjustment layer to achieve this effect:

Choose your main colors with a hue/saturation adjustment layer

With Photoshop, there always seems to be several ways to accomplish effects.

I'm thinking it's more of a Cutout Filter used in conjunction with masked color fill layers.
I'm working on the coloration.

Here, I have added a colorfill layer and I'm working on masking particular areas using Color Range.
I don't have time to finish this since I have to run to work. Will work on it later.

Well, I used the same pictures Ged and Sam did:

- I used a polarized adjustment layer level 2
- hue/saturation towards red
- a yellow 'hard light' blend layer on top

That's looking a bit more like the original Eggy! Still needs something though, not exactly sure.

The black parts Sam. I need to find a way to turn them into a faded dark blue.

There's no way to do this in one run unless making an action of it.
I did apply Topaz 'simplify', adjustment layer 'polarize' level 10, hue/saturation (depending on the main picture colors) and on top a skin color layer in multiply mode to eliminate the white patches.
