How to make ray of lights like this ?

Dear all members,

I see this background style of advertisement is very attractive but I dont know how to make this light in a professioinal way. Please help me to desribe the method of make the background.

There is a yellow to orange radial gradient on one layer. Then there is the simple use of the Polar Coordinates filter using one layer of vertical white rectangles and another layer with horizontal white rectangles. Then the opacity was lowered.
 
Vertical rectangles made with the Rectangular Marquis Tool. This is on a transparent layer with a separate black BG layer.

The two combined with lowered opacity.

Now change the back ground....

Add a white hot spot.....

and so on.....
 
Here, I have added a second layer of the vertical rectangles (with Polar Coordinate Filter applied) and lowered its opacity. This gives a layered effect.

Crop and add other objects, text, etc.....
