Hi everyone!

I'll keep posting questions on how to do stuff if that's okay?!

Anyhow, stumbled on this picture on the internet and really love it! So how do I create the this effect

Here's one way of doing this effect.

Open a suitable paper layer.
Name the layer "Paper Layer". (I added some effects to simulate your example)

Choose your Elliptical Marquis Tool and set it's feather to 1.5 px.
On the "Paper Layer", Create an Ellipse selection in the center. Hold the shift key for roundness.

Hit Cmd/cntrl + J to copy and paste the selection from the "Paper Layer" to it's own layer.
Name this layer "Paper circle layer".

(note: A Layer Mask can also be used here.)

Create a new layer and place it between the "Paper Layer" and the "Paper Circle Layer".
Name this layer "Paint Layer".

On the "Paint Layer", select your Brush Tool. Using black, lower the brushes flow and opacity and build
a painted area around the circle. Build the inner area darker than the outer.

With the "Paint Layer" selected, go to FILTER > BLUR > RADIAL BLUR.

You may have to use different settings, b this is what worked for me...

You may have to back up and adjust the painted layer and or the radial blur filter.

I know that I've tried the radial blur before but with this image it was totally blank!
