Need your help guys

But I have no idea how to make these neon style lights. Help?

I don't see any neon style lights in this image, only the grungy red and white text.

This is a simple effect that can be found all over the internet.

I suspect the OP is asking about the neon-looking colorized effects on the man's face. The left side is a blue-ish color, the right side is red, and the center is darkened in shadows.

Try this from Phlearn.

Its for removing a colour cast but by way of changing it, so its pretty much what you want to do.
