Sorry this has taken so long. I have created an effect similar to this but it's not exact.
I have just not had the time to put together a quick tutorial.

Here's how I have approached this in the past. I will only use one letter in this demo.

Open a new document and set it's color mode to grayscale.

Select your Type Tool and type your text using a similar font as in your example. (Chris's font suggestion would be perfect!)

Create a new layer and highlight/select it.
Make a selection of the letter(s) by hitting Cmd/Cntrl + click the letter(s) thumbnail.
Turn off the original letter/text layer.

Now go to SELECT > REFINE EDGE

Set your FEATHER to about 5.

Next, select your Gradient Tool.
Make sure your foreground color is set to black.

Hold the shift key and drag a gradient from the top left side downward to the right bottom.
(the shift key will keep the gradient at a 45 degree angel)

Hit Cmd/Cntrl + D to deselect.

This is what you should have......

Now go to IMAGE > MODE and select bitmap.

Click OK to flatten layers.

Set your output to the level desired and select Halftone Screen as the method use.

On the Halftone screen, select 18 as your frequency.
Set your angle to 45.
Shape to round.

Then hit OK.

It's not absolutely perfect, but it's close!
You can experiment with different settings.
Good luck!

Here's another variation on the same technique with some minor differences that's a bit closer.

I will post a tut if the OP replies.

Tom, that looks dead-on. Well done. I think the only real difference is some left-over noise or artifacts in the original.

OK, MrT...............how'd you do it?

I can't seem to get the effect inside the shadow.

My previous techniques are not working!

Ah....yeah....in this case Halftone (Filter > Pixelate > Colour Halftone) is reliant on 'grey' areas.

This is what I did...

1. Set Document to 'Greyscale'.
2. Create 'P', Fill = zero.
3. Layer fx = stroke, inner shadow, drop shadow.

Make the drop shadow crisp but not fully opaque....the inner shadow can be softer but they both need to be [ a shade of ] 'grey'.
Likewise the stroke....if totally black it will not get the 'Halftone' effect.

4. Create 'White' layer under text.
5. Stamp to single layer.
6. Apply Halftone filter to stamped layer.

You'll need to experiment with this as both the size of the character and the shade of grey in the shadows will have an effect on the 'dot' size.

I have '22' in my head for the 'dot' size but In all honesty it changed for different shadow settings....I'm sure I went as low as 8 once.

Angles can all be 45°.

7. Document mode = RGB.
8. Done.

I did my text to approx the same size as the OP's original.

My gut feeling is that the Original is a much enlarged smaller image so re-creating at that size will never look 'quite' the same.

As the Halftone relies on so many variables its difficult to know exactly what settings to use for it....and get the image right in the first place as regards to the shades of 'grey' used.

As agentmoeller pointed out, its not as 'dirty' as the Original which is what makes me wonder if the Original is not an enlargement.

Regards.

I think the original is a photo of a rubber stamped "PAID" from a document, possibly a bill or check (cheque).

Indeed you are, it is.

I didn't go into too much detail but all the steps are there.

If you are unsure about something just ask..

Regards.
