A quick and dirty way would be to take a picture of a suitable cloud, remove any neighboring clouds, color the remaining part purple, and put it in back of the subject. There are lots of other things u can do to make it more believable, but that will get u started.

If you want to do it in Photoshop, follow these steps.

Bildschirmfoto 2015-05-12 um 11.02.32.png
1. Open an image of a dark cloud. This is your BG layer.

2. Open an image of a woman, make a selection of her body and copy/paste it to your GB image.

3.Put a new layer between the BG layer and the woman layer. Fill it with a radial gradient.
Set the blend mode to color burn, with opacity 80%.

4. Your composite looks now like this.

I would really appreciate if you would show us your own effort, related to your first question, before you ask the next question.

You will have to isolate the subject from it's original background.

Original image.

Duplicate the original image and add a layer mask.
You will have to use any of the selection techniques that you desire to isolate the subject.

Subject isolated from background using a layer mask.

Then you will add a new layer between the Original and the duplicated layer with the layer mask.

You will then place your smoke on this layer.
You will use a layer blending mode and/or the opacity setting to blend the smoke to the BG.

Here I have used white lines to demonstrate how the smoke layer will be between the subject and the BG.

Here I have placed smoke on the new layer between the Original and the duplicated layer with the layer mask.
I used the Brush Tool and some smoke brushes.

I then added a color fill layer set to the purple color and clipped it to my smoke layer.
I then set the layers blend mode to "darken" and lowered the opacity some.

I did this fast and would have used Chris's technique of a color gradient had I had more time.
