Make torn-ish flag effect

Hi guys. Sorry if this question has already been asked.
How can I create the effect in this flag? Thank you very much.

Just download the splatter brushes from the link below, vary the size of the brush and change the color accordingly

Once you have your splatter brushes and load them.

You will have 3 layers to make this effect.

The bottom layer. The flag.


A middle layer of splatter brush using white as your foreground color.
Lower the opacity of this layer to about 50%.


The last (uppermost) layer will be the edge splatter.
Leave this layers opacity at 100%
