Layers are supposed to be same size but don't look like it

I have a template in the background.

I have a selection from another image that I cut and pasted into the template.

The obviously don't match and I want them to appear the same size (they are the same proportions)

BUT I need them to match precisely, ie I need the image to fit all the way to the bleed line (the black border)

I have a lot of these to do so I prefer to not drag or have to eyeball.

Both are 300 dpi if that matters

I know this is simple, but I can't figure it out.

You need to cut more of the other image....if its too small.

Use your template to create a marquee of the correct size you need.
Note down the size.
In the other image create a marquee of the same size.
Cut and paste as normal and it will fit....exactly.
