Starburst effect.

Hi guys,

I'm new here. Anyway I stumbled upon this amazing photoshop on facebook;


I'm actually figuring out how to do the starburst effect ( the beacon lights ) and the shadowing like Marek did here. Any ideas? I absolutely loved this photoshop.
