I have a photo of my 3 girls that I would like to edit. The shirt is all bunched up and her skin is showing. Either I want to be able to fix this and cover her skin or somehow make her shirt 1 solid color if possible.

Hello and welcome to PSG.

Making her shirt one solid color is never going to look right, there's too much hair involved. You can just add some shirt to cover the skin....

I used the Lasso Tool to make a selection of the shirt.

I then hit Cmd/Cntrl + J to copy the selection to it's own layer. I call it the shirt section layer.
I then duplicated the shirt section layer.
I used the Move Tool to position the shirt layers.
Once I had them in position, I merged the them and added a layer mask.

Select the layer and again, using the Brush Tool with a soft brush set to black, I blended the shirt section into the existing image.

There were a few minor areas that needed addressing, so I created a new layer above the rest.
Then used the Clone Stamp Tool and the Brush Tool to finish off the blending.
